[c-nsp] 12.3 mainline on 7204 non VRX

I'm trying to test 12.3.9b or 12.3.10 on my lab router, it is a 7204 with
NPE-150 with 128MB of RAM.
On boot right after the self decompression both .9b and .10 crash with:

*** Illegal Opcode Exception ***
PC = 0x807f1dfc, Cause = 0x28, Status Reg = 0x34400002

The same thing happens if I load the IOS from a tftp server or ATA flash.

The router works fine with 12.2.15T14, so I don't think its the router, is
the not VRX not supported in 12.3 mainline?
