[c-nsp] ipv6 tunnels and static routes

yes, doing a trace from RB, the last hop (and the only, actually) is
the loopback of RA

This is what my friend sees if I ping the far end of the tunnel:

13:06:52.251584 mil19-loop0-v6.mil.seabone.net > 2001:41a8:600:2::6: icmp6: echo
                   request seq 2
13:06:52.251602 2001:41a8:600:2::6 > mil19-loop0-v6.mil.seabone.net: icmp6: echo
                   reply seq 2


...while he sees nothing at all if I ping an address in the /48 that I
route over the tunnel. Looks like traffic is dropped on the GSR.
