If you mean OSPF cost, then the answer is yes.

Correct (again: s/interface cost/ospf cost/g)

Yes, but please note the difference between Type 1+2 external routes
when it comes to cost (i.e. type 1 includes the cost to the ASBR while
type 2 doesn't).
