Please note that this will police any excess traffic, resulting in bad tcp
thruput if the prioritized traffic is near the amount of bandwidth
specificed. This works well for VOIP and other streaming protocols, works
not so well for tcp based applications such as ftp.

I would recommend using the bandwidth command as per the above link, if
your traffic that you want to prioritize is bursty (tcp).
