[c-nsp] defualt bandwidth range for Gig E interface on 3750 .

Hi,

On our WS-C3750G-24TS with IOS version 12.1(19)EA1d, bandwidth parameter is 
according to the connection speed, e.g. on an interface connected to a 10 
Mbps network card, BW is showing as 10000 Kbit. The config for interfaces is 
auto/auto.
