What is the port speed SET to?  If auto, it reports the lowest speed it 
can negotiate to, until it is up.

It's showing bandwidth in units of Kbps, which is behavior for Cisco. 
As far as the interface BW being shown as 10Mb, it's most likely set to 
speed auto.  See above.
