[c-nsp] Match on MED in BGP inbound route-map

Sorry, route-maps used for BGP cannot match on metric/MED inbound or
outbound.. Didn't check the outbound direction when I sent my answer..
Even if we did, we'd need a more granular match (like "match metric >
10") to make this really useful.
