I have done about a dozen 515e and 515 all mixed and matched with and
without the PDM and all I have used is the copy tftp flash....

Check the website, I saw 7.0.2 is out with a lot of bug fixes...

can upgrade a 515 using "copy tftp flash" if you don't have PDM
installed (which we don't).
