[c-nsp] Cayt 6009 EOBC Error causing 16 port GIGe to Shutdown

Hi.
"EOBC" means "Ethernet Out-of-Band Channel".
It provides the function of Keep-Alive-Polling by regularly SCP(Serial
Control Protocol)-Ping
between SUP and interface modules.
When I encountered a similar trouble before,
it was recovered by exchanging the chassis of cat6k.
In my case, exchanging the SUP or interface modules was not effective.
