[c-nsp] SN translation

I tried to read chassis serial number of 2801

snmp request:
enterprises.9.3.6.11.1.4.1 = -727281762

and 'sh diag' shows:
Chassis Serial Number    : FHK08522048

Now to convert first to second ;-)
