[c-nsp] Cisco 828 Memory Issue - fault or something else?

Anyone have an idea what would be the problem indicated by this error
output.

The router is handling a 1MB/1MB SHDSL with NAT and a site to site ipsec
tunnel.  It also has 10 incoming static PAT entries.

Seems like 32MB is enough to do what its doing. anyone have an idea?
