[c-nsp] VLAN wont come out of shutdown state

I do have an active port on that VLAN.  I have done a show vlan and it
is showing the VLAN being active on one of the FastEthernet ports.

I drove myself crazy once b/c of a typo... 
I *wanted* to say:

int vlan 306
shut

it came out as 

vlan 306
shut

It took me a couple tries but I finally got it going again. (vlan 306,
no
shut)
But also check out ports need to be up for the SVI to be up.

The VLAN interface (SVI) won't come out of the down state?  Silly
question, are there active ports in that VLAN?  If not, it won't come
up.
