[c-nsp] bgp & static default route?

We don't have a default route because I'm comfortable with the chances
that our 2 transit providers won't concurrently have a unidirectional
control plane problem (not sending us full routes yet honoring our
announcements), but still be forwarding all packets.

Plus I'd prefer that packets destined to unannounced IP space - customer
worm scans and such - not leave my borders.
