Can't say anything about 1.1, but 1.0 works for us with 512 Mb:

C7206VXR CPU EEPROM:
        Hardware Revision        : 1.0
        Top Assy. Part Number    : 800-08136-02

        Board Revision           : B0

cisco 7206VXR (NPE400) processor (revision A) with 491520K/32768K bytes of memory.


We have another NPE-400s that has 1.1 (Rev. D0) and one with 1.5 (Rev. A0),
but we haven't upgraded those to 512 Mb yet (256 Mb today).  Looks like 
there is some adventure to come.
