[c-nsp] Acct-Session-Id-Count problem

Yes, I know that and I test that successfully.
Unfortunately it cause that additional record (Acct-OFF) is createt
what woudl require me to correlate that one with the regular
Accounting logs for particulat user.

In case of Acct-Session-Id-Count I have value added to the current
accounting logs, so it is more accurate to use for my needs.

I keep the accounting ON functionality as an alternative backup
solusion.
