No.  MLPPP does its own load sharing that will give you similar (but in 
some ways better) performance to cef per-packet.  If you look at the list 
archive, you'll see several recent discussions of this.

I see in your config, you do have cef enabled.  You might show ip 
interface and show int stats, just to make sure the the serials and FE 
really are doing cef.  I don't know why per-packet wouldn't work unless 
cef wasn't really being used.

I doubt it's the problem, but you appear to be doing different queueing on 
the two serial interfaces.
