[c-nsp] IP Cef - Two T1s - getting full bandwidth download
but not upload

cef works great. We are doing this with at&t at several locations. The
problem is probably at your end if you can't upload faster than 1.5.
Don't forget to include two default routes (one out each Serial interface).
ip load-sharing per-packet on both Serial interfaces.
