Yes, the E2 cards only permit specific combinations of bundle features IIRC.

I don't believe you can have both PIRC and MPLS VPN as they are present 
in different bundle sets.

The E2 cards aren't designed to do PE well
, even though you can use them for such, its a rather poor solution.
E3 would be your best bet here.
