[c-nsp] POS errors causing CPU spikes

It's 7206VXR w/ NPE-G1 (but I think I have seen it on NPE-400 too).
Traffic
isn't particularly high. Problem disappeared when we reconnected the
fibre
correctly. Can't do a "show align" hence.

... can't afford TAC support either :)
