[c-nsp] SFP, ZX and 12.2(18)SXE

We are trying to move a GigaE ZX from a pair of 7500s to a pair of 7600s 
and encountering a problem.

The 7500s run 12.0(25)S2, the 7600 run 12.2(18)SXE3 and 12.2(18)SXE4.  We 
moved one end with no hassle (7600 talking to 7500).  But when we move the 
2nd end of the link (7600 to 7600) the link won't come up.

The config is fairly standard on the 7500 (multicast and OSPF removed):

Has anyone run into a bug that won't allow the 2 sides to come up in this 
kind of environment?  We have no yet played with the "[no] speed 
nonegotiate" command.
