[c-nsp] GSR Engine2 linecard and MPLS explict null

 Performance on both E2 and E3 cards will be affected, we found that out by accident in our lab, not sure E4 and above...

Does enabling MPLS explict null labels affect the performance of the GSR
Engine2 linecards? I'm looking at MPLS explict null as a workaround for bug CSCee61029.
