Someone else suggested it, but have you tried reformatting the
flash/bootflash and reloading the images?

I recently dealt with a 7206 that had weird issues.  It's got 1 linear
flash and 1 CF disk.  I was upgrading it, and wanted it to boot from the
CF.  It kept booting the LF image.  I have other routers with the same
boot-IOS booting from CF.  I ended up reformatting the CF (no change), and
finally reformatting bootflash and loading a different boot-IOS, after
which it started behaving.
