[c-nsp] 6500/7600 with Sup720 opinion

It does well peering, so far.  MPLS works.  QoS works.  All the usual 
Cisco "caveats" that go with a newer platform apply.  Enjoy the upgrade 
ride.  The 12.2(18)SXD train has been a wild ride.
