[c-nsp] Multilink Frame-Relay and QoS

Hi.

Has anybody managed to get Multilink Frame-Relay and QoS to work
together? I've tried some different approaches, without any good
results. Haven't found any documentation on CCO describing this either
(which could be a bad omen).

The tries I've had on this so far are:

- Normal FR QoS applied to the MFR interface/subinterface
- Normal CBWFQ applied to the MFR or MFR-subinterface
- Something called "QoS: Enhancement to Subinterface QoS Policy
Definitions (L3/nC/nD) Including Proportional Bandwidth Allocation"
   on the ISE

The hardware/software involved are:
- CHOC12/DS1-IR-SC (Eng 3 based) on a 12410 running 12.0(31)S
- VWIC-1/2MFT-E1 on a 2611XM running 12.3(something)

There is no problem what-so-ever to get the MLFR bundle up running, but
that's it.
