[c-nsp] ldp session over atm interface

Hi,
I want to establish ldp session over ATM interface
with cisco router (7206). After hello adjacency is
established I am sending Initialization message to
cisco router as follows. But router is replying with a
notification message with status code "Session
Rejected/Parameters Label Range". Can anyone please
help why router is sending this notification?
