[c-nsp] ldp session over atm interface

Mano,

the init message is confusing:

It is part of LDP global label space (ie frame mode). Additionally, the A bit is not set.
but, the init message is also sending the ATM pramaters, which do not apply in this frame-mode.

How is the sending router configured?
