[c-nsp] error message on SFP blade

How often is this seen? Ie, is it reproducible or resetting the card and 
rerunning diags has failed to reproduce it?

I suspect bad hardware here if reproducible, Rohini is the port asic, there 
are 4 on this card, each managing 12 front panel interfaces.

These errors represent uncorrectable (2+ bit) errors in data when testing 
the packet buffer memory on rohini. This could cause packet corruption in a 
production environment, so I'd raise an RMA if repeatable.
