[c-nsp] VLAN behavior behind FWSM

I'll take a look at the config tomorrow to see if I can spot any
issues like that. My assumption was that the FWSM would be completely
out of the picture, but I suppose a misconfiguration might cause the
FWSM to try to be overly helpful. :)
