[c-nsp] Power Redundancy in 3550 or 3750?

One other power redundancy solution is a FAS [Fast Acting Switch].
While still susceptible to the 3550's power supply failing, you do get
power redundancy.  You plug the FAS into two diverse power feeds, and
if one dies
