[c-nsp] CEF not working on policy-routed interfaces?

We've got a 7206 NPE-150 running IOS 12.2(15)T15. We have a bunch of DSL
customers coming in over ATM via auto-created interfaces, using a template
that includes:
ip verify unicast source reachable-via rx 2400
ip route-cache flow
ip mroute-cache
ip policy route-map R1_FORCE_BACKHAUL
And the route-map:
route-map R1_FORCE_BACKHAUL permit 10
set ip next-hop 192.168.1.25
!
When I look at the CEF status of the interface, though, it says CEF is off
(see the line marked with *******):
l3dsl#show cef interface vi63
Virtual-Access63 is up (if_number 193)
Corresponding hwidb fast_if_number 193
Corresponding hwidb firstsw->if_number 193
Internet address is 0.0.0.0/0
Unnumbered interface. Using address of Loopback1 (192.168.1.42)
ICMP redirects are always sent
Per packet load-sharing is disabled
IP unicast RPF check is enabled
Inbound access list is not set
Outbound access list is 2501
IP policy routing is enabled
IP policy route map is R1_FORCE_BACKHAUL
BGP based policy accounting is disabled
Interface is marked as point to point interface
Hardware idb is Virtual-Access63
Fast switching type 7, interface type 21
**IP CEF switching disabled **********************************
IP Feature Fast switching turbo vector
IP Null turbo vector
Input fast flags 0x4002, Output fast flags 0x1
ifindex 77(77)
Slot -1 Slot unit 63 Unit 63 VC -1
Transmit limit accumulator 0x0 (0x0)
IP MTU 1500
We're seeing far more CPU usage on this router than we expected - could
this be the reason? We'd rather be using 12.3T, but as mentioned earlier
the NPE-150 isn't supported past 12.2T.
