[c-nsp] CEF not working on policy-routed interfaces?

We've got a 7206 NPE-150 running IOS 12.2(15)T15.  We have a bunch of DSL
customers coming in over ATM via auto-created interfaces, using a template
that includes:

   ip verify unicast source reachable-via rx 2400
   ip route-cache flow
   ip mroute-cache
   ip policy route-map R1_FORCE_BACKHAUL

And the route-map:

  route-map R1_FORCE_BACKHAUL permit 10
   set ip next-hop 192.168.1.25
  !

When I look at the CEF status of the interface, though, it says CEF is off
(see the line marked with *******):

We're seeing far more CPU usage on this router than we expected - could
this be the reason?  We'd rather be using 12.3T, but as mentioned earlier
the NPE-150 isn't supported past 12.2T.
