[c-nsp] CEF not working on policy-routed interfaces?

Of course - "ip cef" is there by default.

I should also mention that a nearly identical 7206 NPE400 with 12.3T
shows cef enabled on the interface.  I should also mention that we suspect
(though haven't gotten around to exact comparisons) that the problem might
be limited to ATM subinterfaces, or perhaps auto-created ATM subinterfaces.
