I know on the 6500 that adding an access list to the uRPF function drops it
out of hardware switching and into the software path.  I'd have to check to
see if adding it on a 7200 could drop you into a different switching path.
~ You could (for grins) try removing the access list from uRPF to see if the
issue is corrected.

In any case, you should take a look to see why the CPU is high (i.e.
process vs interrupt context) before jumping to any conclusions.
