[c-nsp] 6509 and ws-x6748 and power

This would be the loss of power during conversion from AC to DC. The power
supply sucks up 4000W of AC power from the Wall, but is only capable of
delivering 3795W of DC power to the backplane. I'd say a 6% loss during
conversion is pretty efficient. A 48V DC Power supply is also going to have
some loss during the conversion to 42V DC. Put in a 6000W power supply and
see how it only delivers 4500W to a 9 slot chassis, this is what is required
for a maxed chassis with 6748-GE-TX with DFC's. It delivers the full 6000W
in a 13 slot.
