WIC-1ADSL uses an old Alcatel chipset.  I've had much better luck on low quality
loops with cheap Actiontec GT701 modems.  (The earlier Actiontecs are crap)
If it gets really bad, 8ms or even 16ms interleaving values might clamp it down
and keep it stable.
