Yes, in general, bugs encountered by customers should be visible on CCO.
There are some extenuating circumstances where there may be a time lag
before it appears, notably security issues that may need to be remediated
before being made public or where disclosure must occur in a
non-preferential manner.

All that being said, bugs that are encountered in pre-FCS code and found
during development testing are normally considered internal since they
should not be experienced in code that is released to the customer.  In
that situation, a defect should not (and would not) appear on CCO.

In Clinton's case, I believe that his issue has been misidentified to that
particular defect since he is running a version where the cited defect has
already been fixed.  So if that is indeed the situation, I would not expect
this pre-FCS defect to be made visible on CCO.
