[c-nsp] VLAN subinterfaces on 7609 Router

Ian,
   Thx for reply. Both of the Router Tester ports
are able to send ARP request to the 7609 and
recv the reply. Both show the 7609s MAC address
for the SUTports for both subnet 192.11.1.x and
192.7.1.x.
