It's not true.  You can keep doing [just] PAP on the BBG.  As an added
bonus, on the BBG, your clients can do either PPPoA or PPPoE and Bell's
gear handles either one and still passes it to you as L2TP.  I found that
out by accident while testing some new CPE gear and was surprised to see
one of them came setup for PPPoE and after putting in the username and
passwd, it just worked.
