G703 (e1) interface doesn't support IP itself, rather runs an encapsulation
which then carries IP. This is abstracted out as a serial interface. The serial
interface can support 17940 byte MTU. Which makes sense as there is no specific
frame size as with ethernet. Might be useful to eliminate fragmentation when
carrying L2TP or other IP in IP transports but 2048kbit/s isn't going to get you
far these days :)
