[c-nsp] Frame relay over L2TP?

Hello all,
I have been doing a little research into providers for A Frame relay implementation of VoIP.
This particular case is for a customer.
The customer insists a certain provider (I won't name them in public) is using L2TP to run the frame backbone. And this backone is also the same infrastructure this provider runs their public Internet backbone on.
Having worked extensively with several of these large providers (MCI, Sprint, Level3, AT&T, etc) I find this a difficult
Design to swallow. Am I naïve? Or is this just weird?
So I ask if any of you can truly tell me this is bogus, please let me know.
