No idea what's causing it but had a case of it last week.  Several 
2950's would not perform a write mem.  We were upgrading those switches 
to 12.1.22EA2 at that time anyway so we just wrote running to flash, 
reloaded, and restored from flash.  No such problems with 22EA2 as yet.
