[c-nsp] Two DS3s Bounced at the Same Time

After taking a look at the bug report, this very well may be the
problem. We are running an effected IOS. It appears that the bug was
fixed in 12.2(27.7), so I'm assuming that if I load 12.2(28) we'll be
okay. I need to upgrade to that version anyway to fix some BGP-related
security issues.
