Go to the cisco website and search like this:
"Far End Block Error"  definition

The first return is this:

   Far end block error. A maintenance cell indicates that an error
   occurred with a data block at the far end of the link. This cell then
   sends a message back to the near end.

So, there was a problem at the other end of the E1.
