[c-nsp] Jumbo frames, MPLS, and Metro Ethernet

Hello Kasturi:

We saw this behavior on the 4507 with the 18-port Gig card.  There is a
6-port Gig card that supports true Jumbo frames across all ports.  I think
you may see the same issues on cards that use a
shared-backplane/over-subscribed backplane.
