No. "Networkers 101".
In PC-and-modem terms:
WIC-1T does X.21, which is "sort of" like the RS232 serial on your PC.
Deutsche Telekom 2MS is G.703/G.704, which is "sort of" like the
wall plug of your analogue telephone line.
To connect your PC to the telephone, you need a modem.
The NM-1CE1B is a "built-in modem" while the WIC-1T is just a "serial card".

If it's X.21, it's on a DB15 connector.
If it's RJ45 (to be nitpicky: RJ48C), it's G.703.
