[c-nsp] IOS 12.4 and NAT

Just an FYI for anyone who'll be doing NAT with 12.4:

In addition to configuring an interface as either inside or outside, you 
also now have to enter the interface command "ip nat enable" on an 
interface that you would like to setup NAT.  I'm not sure why that's not 
the default, but hopefully this email will prevent others from having to 
spend an hour or more going over their NAT configs and wondering why it 
doesn't work.
