The 12.4(1) will support 7970 if that's what You're asking for,
I tried it today and it worked `out of the box'. All the extended
commands are here and work.

What's more, from the normal release process perspective,
12.3(11)XL/XL1 as special/early release of 12.3T train should be
integrated into next "stable" train, and it looks like it really was:

CallManager 3.2 is listed in second table (12.3T/12.4 features),
and first release supporting it is 12.3(11)T, so apparently 12.3(11)XL
was merged.
