[c-nsp] IOS 12.4 and NAT

Specific question as I didn't find it answered exactly from the docs
so far: Was 12.3(11)XL merged into 12.4(1)? I'm specifically asking
because 12.3(11)XL had a newer CME code compared to the T-train and
the CME download page still doesn't know about 12.4(1). It just offers
either CME 3.2 for 12.3(11)T or 3.2.1 (also called 3.2.2?) for 12.3(11)XL[1]
and now that 12.4 came out all of a sudden, I'm asking myself where to
migrate to from 12.3(11)XL boxes running 3.2.1/2.
