[c-nsp] IOS 12.4 and NAT

12.4(1) is a superset of all prior 12.3(x)T releases. It's
just the first release of the next mainline will have the
new features that were developed while it was being released.

Any feauture in 12.3(x)T will be in 12.4(1) but there will
be features in 12.4(1) (those that were developed from the time
12.3(14)T were released and the time 12.4(1) was ready) that
are not in 12.3(14)T. It's lineage moving forward.

That that tells me it's not a problem with a feature introduced between
12.3(14)T and 12.4(1). You have an earlier problem.
