Oh, well, 12.2(18)S -> 12.3(13) is not really an "upgrade", but a 
completely different IOS train.  But if 12.3 main has all you need,
it's better for you anyway - other readers on this list have reported
some issues with 12.2S on 7500.

I've seem some issues in earlier 12.2S version with IPv6-over-IPv4
tunnels getting stuck if there is an external routing issue (that is:
the IPv4 enpoint has to be re-routed a couple of times due to a router
failure on the path).  I haven't seen it recently, so I assume it to
be fixed since at least 12.2(18)S6 (on 7200).  I don't have a bug id
for that one.
