[c-nsp] Changing OSPF timers!Possible to have different timers indifferent areas (interfaces) on an ABR.

OSPF hello/dead interval is configured per interface, so you can change it on some interfaces and not on others.. doesn't matter which area. The interval needs to be set on both sides of the link..
